Some of Dwarika Nath Dhungel’s classmates photographed in Pardi, Pokhara. The Lakeside of today did not exist; there were hardly any buildings on the lake’s shore. The few buildings that are visible in the background in this photo are government offices. One of those buildings is Ratna Mandir.

The study trip for learning about decentralization in Nepal began with a tour of Chitwan. Here, the students are near the Bharatpur Airport. This was in January 1966. Chitwan was mostly vast stretches of sal jungle. In Chitwan, the students spent their days visiting various town and village panchayats on jeeps. To increase their understanding of decentralization, they met with government officials and locals in these places.
